About studying in Germany

Germany is one of the most popular choices for Pakistani students who want a strong degree without high tuition. Most public universities charge little or no tuition, even for non-EU students, and many Master's programmes are taught fully in English. If you plan to study in Germany from Pakistan, the main costs you must plan for are living expenses, a blocked account and your visa process.

Germany suits students in engineering, computer science, natural sciences and business who are ready for an independent study style. Admission is strict about your previous education: FSc/HSSC alone is usually not enough for a Bachelor's, and Master's programmes normally expect 16 years of education. Visa appointments at the German Embassy in Islamabad and the Consulate General in Karachi are handled online and can take time, so planning early matters.

Cost of studying in Germany

Public universities in most German states do not charge tuition fees to non-EU students. You still pay a semester contribution (approx. EUR 100-430 per semester, depending on the university), which often includes a local transport ticket. The main exceptions are Baden-Wurttemberg, where non-EU students pay EUR 1,500 per semester, and the Technical University of Munich, which charges approx. EUR 2,000-6,000 per semester depending on the programme. Private universities usually charge approx. EUR 10,000-20,000 per year.

For the student visa, you must prove you can cover living costs. The German missions in Pakistan currently ask for EUR 992 per month, which means EUR 11,904 for one year, normally deposited in a blocked account (Sperrkonto). In particular cases the Embassy may ask for funds covering up to two years. Alternatives are a formal obligation letter (Verpflichtungserklarung) from a sponsor living in Germany, or a recognised scholarship; the Embassy notes that a scholarship from a Pakistani university is not accepted, while an HEC scholarship is. Budget extra for health insurance, rent deposit and flights.

Entry requirements for Pakistani students

  • Bachelor's: FSc/HSSC alone is not equal to the German Abitur. You usually need either one year of university study in Pakistan in a related field, or a Studienkolleg foundation year in Germany with the Feststellungsprufung exam.
  • A-level students may get direct entry to a Bachelor's, depending on the number and type of A-level subjects.
  • Master's: a total of 16 years of education, such as a 4-year BS/BE/BSc (Hons) or a 2-year BA/BSc plus a Master's, in a related subject.
  • English-taught programmes usually ask for IELTS Academic (often 6.0-6.5) or TOEFL iBT; check each programme's exact minimum.
  • German-taught programmes usually need TestDaF, DSH-2 or Goethe C1 level; Studienkolleg needs basic German (often B1).
  • Attestation: SSC/HSSC from IBCC, university degrees and transcripts from HEC, O/A-level results via the British Council. No APS certificate is required for Pakistan (APS applies to China, Vietnam and India).
  • Many universities take applications through uni-assist (a processing fee applies); others accept direct applications.

Germany student visa from Pakistan

Pakistani students need a national (D) visa for study under Section 16b of the German Residence Act, which is converted into a residence permit after arrival. Applications are made through the Consular Services Portal (digital.diplo.de/studium): you answer a questionnaire, upload scanned documents, and a visa officer screens your file before you are invited for an appointment. Residents of Islamabad, Punjab, Khyber Pakhtunkhwa, Gilgit-Baltistan and AJK apply to the Embassy in Islamabad; residents of Sindh and Balochistan are handled by the Consulate General in Karachi.

Key documents include your passport (valid for at least one year and three months), admission letter, academic documents, CV, proof of language skills, proof of tuition payment if your programme charges fees, and proof of funds (blocked account of EUR 11,904 for one year, an obligation letter, or a scholarship). You also need travel health insurance valid from your travel date, then German student health insurance after enrolment. The visa fee is EUR 75, paid in PKR. Files are processed in the order received and incomplete files cause delays, so apply as soon as you have your admission letter.

Work while studying and after graduation

International students can work up to 140 full days or 280 half days per year, or up to 20 hours per week during the semester; work as a student assistant at the university is not counted in this limit. After graduation you can apply for a residence permit of up to 18 months to look for a job that matches your qualification, and you may work freely during this time. Once you find suitable work, you can switch to a work permit or EU Blue Card, and German graduates can apply for a settlement permit after more than two years of qualified employment.

Intakes and when to apply

Germany has two intakes: the winter semester starting in October and the summer semester starting in April. Fewer English-taught programmes start in summer. Deadlines for winter are often around 15 July and for summer around 15 January, but many international Master's programmes close earlier (sometimes December to March). Start preparing 9-12 months ahead in Pakistan, because IBCC/HEC attestation, language tests, uni-assist processing, the blocked account and the visa queue all take time.

Study in Germany from Pakistan: FAQs

Is it free to study in Germany from Pakistan?

Tuition is free at most public universities, but you still pay a semester contribution (approx. EUR 100-430 per semester) and you must show EUR 11,904 for one year of living costs for the visa. Baden-Wurttemberg and TUM charge non-EU students tuition.

Can I study in Germany without IELTS?

Some universities accept other proof of English, such as a letter from your previous university that you studied in English, but many require IELTS or TOEFL. The German Embassy also needs proof of language skills for the visa, so IELTS is the safer choice.

Is a study gap a problem?

There is no fixed gap limit. Explain the gap clearly in your CV with work experience or other activities. Long unexplained gaps can raise questions at the university or visa stage.

Can I take my spouse or children with me?

Family reunification is possible for students, but you must show enough money and suitable housing for each family member. Your spouse and children apply for their own visas at the Embassy, so check the current requirements before you apply.

Can I get permanent residence after studying in Germany?

Yes, it is possible. After graduation you can stay up to 18 months to find a job, and graduates of German universities can apply for a settlement permit after more than two years of qualified work, if other conditions are met.

Are there scholarships for Pakistani students?

Yes. DAAD offers scholarships for Pakistani applicants, and the Embassy also accepts HEC scholarships as proof of funds. Many German foundations and universities offer smaller awards. Check daad.pk for current calls and deadlines.
